Background

In decision EM-I/3, the Conference of the Parties established an open-ended ad hoc Intergovernmental Committee for the Cartagena Protocol on Biosafety (ICCP) with a mandate to undertake, with the support of the Executive Secretary, the preparations necessary for the first meeting of the Parties to the Protocol, at which time the Committee will cease to exist, taking into account the budgetary provisions adopted by the Conference of the Parties. The decision also appointed Ambassador Philemon Yang (Cameroon) as Chairman of the ICCP.

Bureau

Pursuant to paragraph 8 of decision EM-I/3, the Intergovernmental Committee convened an organizational meeting on 29 January 2000, chaired by Ambassador Yang, for the purpose of electing its Bureau from among the representatives of the Parties present at the resumed session of the first extraordinary meeting of the Conference of the Parties.

At the organizational meeting, the Intergovernmental Committee endorsed the nominations by the respective regional groups of the following Parties to serve on its Bureau: Cameroon (Chair), Denmark, India, Islamic Republic of Iran, Peru, Poland, Saint Kitts and Nevis, South Africa, Switzerland and Ukraine. At the first meeting of ICCP, Denmark was replaced by France.
