I am pleased to inform you that a regional workshop for countries of South, East and Southeast Asia on capacity-building for the preparation of the fourth national report will be held in Tokyo, Japan, from 2 to 4 December 2008. Thanks to the generous technical and financial support of the government of Japan, this workshop is being organized by the Secretariat in collaboration with the Ministry of the Environment of Japan and the Japan Wildlife Research Center.

Financial Support for the Preparation of the Fourth National Reports
Further to Notification 2006-083 (Ref. ITS/NR/LC/MC/55455), dated 28 July 2006, by which Parties were requested, pursuant to paragraph 4 of Decision VIII/14, to submit their fourth national reports by 30 March 2009, I would like to advise eligible Parties that financial support has been made available from the Global Environment Facility (GEF) through a medium-sized project jointly managed by UNDP and UNEP for national assessment of progress towards the 2010 Biodiversity Target, including the preparation of the fourth national reports.

Reminder to submit views and experiences on the development, status, and implementation of NBSAPs.
In accordance with Decision VIII/8, the Secretariat is currently undertaking a review and analysis of on the development, status, and implementation of national biodiversity strategies and action plans (NBSAPs). The results will be made available to the second meeting of the Working Group on the Review of Implementation of the Convention in July 2007 and to the ninth meeting of the Conference of the Parties. The results will be used to recommend priority areas for capacity-building, to develop voluntary guidance for overcoming obstacles to implementation, and to inform the process of revising the Strategic Plan beyond 2010.

The first meeting of the Ad Hoc Working Group on Review of Implementation, which was held from 5 to 9 September 2005 in Montreal, Canada, requested in paragraph 2 of its Recommendation I/9 that the Executive Secretary develop by January 2006 draft guidelines for the fourth national report for consideration by the Conference of the Parties at its eighth meeting. The Working Group also requested the Executive Secretary to undertake consultations with Parties in the process of developing draft guidelines for the fourth national report. In response, the Executive Secretary has developed draft guidelines for the fourth national report, which are herewith attached for your review. You are kindly invited to provide comments on the attached document no later than 15 December, 2005, in order for the revised draft guidelines to be made available for consideration by the Conference of the Parties at its eighth meeting scheduled in March 2006.

Additionally, it is now possible for the user to conduct analyses of second and third national reports, and thematic reports on alien and invasive species, forest ecosystems, mountain ecosystems, protected areas, technology transfer and cooperation and the implementation of the Global Taxonomy Initiative, from the same web-based interface.

Following the process, guidelines and mechanisms approved in recommendation X/12 of the tenth meeting of the Subsidiary Body on Scientific, Technical and Technological Advice (SBSTTA), held in Bangkok last February, the Secretariat of the Convention on Biological Diversity (CBD) is carrying out activities for the in-depth review of the Programme of Work for the Global Taxonomy Initiative (GTI).
